Why has climate change become the country’s immigration nightmare?

The prolongation of drought in different provinces often leads to an increase in the desire to migrate among different people, who tend to move to a place with better access to natural resources in order to live more easily. It is natural that all sections of the society do not have the possibility or ability to migrate abroad and as a result, they choose inter-provincial migration. But considering these conditions, how can the decrease in population density in some provinces and its increase in other provinces be managed and what consequences will it have?
